It’s a bootleg/grey market release of their Melbourne, Australia performance in 1964. In other words, it is not an official release, and you can find its content easily enough on the web.
There is no reason to pay for bootlegs in the age of the internet.

Just rip the audio and you’ve got it.
EDIT: For some reason, this appears to be starting a few minutes into the video… just checked it on YT and it’s doing the same there, so you need to roll it back to the actual beginning if it’s doing the same for you… this version is pretty complete though.

Oops! I just realised you’re probably talking about this rare 1979 Dutch issue of Help !, @bugsbunny.
There were only 2000 official copies pressed, leading to it being heavily pirated because of its rarity.
It could be genuine, but I would suggest – unless the seller is silly and doesn’t realise what they have – a still sealed copy of the 2000 officially released would be being sold via a proper Beatles auction rather than on eBay.
