“well, she was just 17 / you know what I mean” no, I don’t know what you mean
I certainly knew what he meant and it is a very common expression in some parts.

I think that the whole lyrics of Getting Better from Pepper ain’t of high quality:
Me used to be angry young man
Me hiding me head in the sand
You gave me the word, I finally heard
I’m doing the best that I can…
Or this:
I used to get mad at my school (No I can’t complain)
The teachers who taught me weren’t cool (No I can’t complain)
He can’t complain that he used to get mad at the school and can’t complain ’bout teachers who weren’t cool?
Also, it constantly repeats lines like:
Yes I admit it’s getting better (Better)
It’s getting better since you’ve been mine
Getting so much better all the time
It’s getting better all the time…
Mostly written by McCartney, but with backing vocal and a verse contribution from Lennon.
Lyrics
However, I like the melody.

I know that’s how the lyrics are often given in the online lyrics sites, but I expect it may actually be “Now” rather than “No”, which makes more sense – as referenced at:

I used to get mad at my school (Now I can’t complain)

And in the end
The love you take is equal to the love you make

I think about it as being “no.” A yin/yang thing. John being this John –> on a McCartney song.
