Stuart is all ready on the cover.  I wouldn’t put Phil Spector on there, not because of his work on ‘Let It Be ‘ for I thought he did great, but because of his murder conviction.  At the time, The Beatles considered the album to be their greatest work and wanted anybody that they considered “great” to be on the cover, Phil’s become anything but “great” with the choices that he’s made and something tells me that Paul would veto his inclusion.  John wanted a certain murderous German Dictator included on the original cover but was vetoed by the others, one of the few examples in their history where the others actually said “no” to John, ‘Cold Turkey ‘ not withstanding.  John didn’t succumb to their wishes entirely however, for that said Dictator IS actually in there BEHIND the four Beatles…:-)

Here is the story, along with a photograph of the cover session, showing the Hitler cutout standing off to the side. I think it’s amazing that they actually got so far as to make a Hitler cutout, before deciding that they shouldn’t use it.

During the extensive 30-hour 1981 Radio Program ‘The Beatles : The Days In Their Lives’, Art Director Robert Fraser claims in an interview clip that “he’s actually in there behind the four Beatles”.  History will never know but my guess is that the backlash would’ve been considerable had they’d granted John’s wishes, maybe even more controversial than the ‘Two Virgins ‘ cover that appeared the following year and most certainly a step up from the ‘Butcher Cover’ the year before…:-)
