Kite’s clipboard has the official list with the names of those who have made it to the rooftop. He makes sure only authorized people are allowed up here. He knows that some people are authorized even though they haven’t made 1001 post (for example Paul and Ringo are allowed up anytime). That’s how the clipboard got started.
He also keeps other official memos there from time-to-time.

Of course! Heather Mills only showed up twice, once was at the BB House though, not the rooftop. While looking for the picture of my clipboard, I also found an incidence of extra people brought up to the rooftop with TBHF that mmm had me throw off the roof. It needed to be done!
My clipboard duties are complicated and not completely defined, @Beatlebug, so interesting question.
