The instrumental “worldly” interludes are very french, not latin.
Well, the Bungalow Bill guitar is more Spanish flamenco, which is a bit afield of “Latin” I think. You’re mostly right about Picasso’s Last Words, though there is minimal use of a maraca, as well as “gon bops” and what sounds like one of those African water jugs. It’s all very muted.

Mr. Moonlight has a nice calypso feel and some kind of Caribbean or Latin rhythm, but no percussion other than the drums. This could make a great cover by some black Caribbean band.

I’d also add Beautiful Boy (Darling Boy) to this list, as it features the steel drums.
Thanks for reminding me of that song, it was nice to listen to again. I was struck by how disarmed John let himself be in that song, bravely lowering himself to sounding occasionally cheesy and cliche, but mostly very touching. I don’t hear any steel drums in there, though there are bongos.

In sum, I’d wished either the Beatles or any solo Beatle (particularly Paul, since he’s had such a long musical career and he’s still going strong) had recorded — just once! — a rip-roaring Latin rock song like this:
