Non-UK residents might like to know that the BBC i-player is launching soon around the world.

That's good news. iPlayer is one of the best things the BBC's ever done, but has had to be UK-only due to rights issues and the way the BBC is funded. I presume this will be ad-supported and won't show everything that the BBC puts out – only that which is cleared for international distribution (I can't access the link above as it redirects to the UK iPlayer site).
There's a super-secret BBC website which allows registered users to download anything that's ever been on iPlayer, right back to 2007. I have an account

Oh that's great and awesome consider what I've just gotten into! Now I can watch Doctor Who a lot easier than I can now, what with searching through all those links. Yay for the BBC finally getting this to America!!

It’s not a public site. They won’t give you an account unless you have a valid reason. It’s really just for BBC staff and those who work with the corporation in some capacity.
It’s not really super-secret (there’s a blog post on that link which explains it all), it’s just an internal site that’s not meant for the general public. It’s great though – it’s where they put all the different encoded versions of the programmes, whether for iPod, Wii, TV, desktop PC or whatever, so you can download whatever you need. Fantastic for loading up a handheld device before a holiday, and unlike the normal iPlayer site the content never expires.
